LEUNG and his troops have finally won the war against TSO. BEI continues to hold LEUNG in high regard, which makes HON LEUNG incredibly jealous. LEUNG is shocked to discover that YING has been severely ill for quite some time. He feels extremely guilty when he finally learns the truth from HAU-LIN. LEUNG urges Administrator WONG to arrange for the Chief Doctor to come and visit YING. But HON LEUNG forbids him to do so claiming that it is completely unlawful. As a solution, BEI decides to amend the rules so that YING is entitled to be treated by the Chief Doctor.
