GENGYAO asks SZE-TO to treat RUOBI's eye disease but SZE-TO has no clue. Some people are making troubles at the border area. The ministers suggest persuading the gangsters to capitulate but GENGYAO objects it. YINZHEN therefore asks GENGYAO to fight against them. GENGYAO is worried about RUOBI's eye disease.
